Unfortunately this fuels the cynical cliche "good intentions, bad execution" that plagues too many government programs. Being a business owner that falls into their target demographic, I've been shocked at how little my bank has done to even make me aware of this, not to mention approve my business for a small loan.
I just talked to a college economics professor discuss his theory about how we're moving to more of a cash based society, and that small business will have to look elsewhere (vs. banks) to get off the ground. That would be a shame, but maybe a wake up call for all angel investors et al.
